On Thursday, April 2, at the request of the Texas Division of Emergency Management (TDEM), a statewide test of emergency alerting systems will occur between 10am and 12:30pm. As part of this drill, local jurisdictions across Texas may test systems used to notify the public during emergencies.This will only be a test. No emergency action is required.

Monica Cowsert has been immersed in the arts from an early age, shaping a lifelong passion for creative expression. She studied art history in Vienna, Austria, and draws significant inspiration from her time living in San Miguel de Allende, Mexico, where she explored both painting and photography at the Instituto Allende.
Monica works primarily in oil painting while also exploring techniques such as plein air, encaustic, and mixed media. Her paintings feature picturesque landscapes, whimsical cityscapes, and expressive depictions of birds, flowers, and animals. She is known for her bold compositions and vibrant, layered color palette. Monica’s work reflects a deep appreciation for nature and evokes a sense of joy, peace, and optimism.
Monica is a native of Sherman, Texas, but currently resides in Dallas. She holds a Bachelor of Arts in History and Modern Language Studies from Texas Christian University.
Visitors are encouraged to drop by Addison Town Hall at 15600 Addison Road during regular business hours (Monday–Friday, 8am–5pm) to enjoy the artwork. Another Bloomin' Art Show will be on display until June 2. It’s an easy, no-cost way to experience Addison’s growing arts community.
