Town Evaluating Step-Based Performance Pay Plan for Sworn Employees

During the January 7 City Council Work Session, Director of Human Resources Ashley Wake presented a recommendation to transition sworn Police and Fire personnel to a step-based performance pay plan beginning in Fiscal Year 2026. This change would address challenges such as high turnover, market competition, and alignment with the Town's strategic objectives. Each of Addison’s 13 comparator cities offer a step plan.
As part of the FY2026 budget discussions, staff will develop a merit-based step-based pay plan and propose an amendment to the Town’s Compensation Philosophy. Using a phased approach, the Town would transition sworn personnel into the new structure based on current salary and years of service.
