Status Updates
April 14, 2025
Last week's extended rainfall caused delays of the Les Lacs Pond Improvement Project, but the contractor has resumed work and is making progress. The installation of the clay liner to the correct depth is scheduled to be completed by next Friday, April 16. The contractor plans to finish all stone walls by the end of May. Meanwhile, Texas Standard Construction is preparing its demobilization plan, which includes hauling off equipment and materials, repairing, and cleaning up Beltway Drive. They will also install a new pump for the existing water well to refill the pond. Phase 2 of the project, which involves landscaping and irrigation, will commence after Phase 1 is accepted by the Town of Addison.
March 25, 2025
Phase I of the project is in its final stages, with the clay lining for the pond nearing completion. The contractor is actively constructing stone retaining walls around the pond’s perimeter, with completion expected in May 2025 along with other pond edge treatments.
The final steps will include rough grading, site cleanup and restoration, and the removal and replacement of the water well that went out of operation in 2024. Prior to the end of May 2025, the project will be deemed substantially complete.
Phase II, focusing on irrigation and installation, will begin upon the final completion of Phase I and is expected to be finished by December 2025. The south side of Beltway Drive (between Les Lacs Avenue and Proton Drive) and the project site will remain closed until both phases are complete.

The Town of Addison is pleased to announce that the final stage of Phase 1 of the Les Lacs Pond restoration project will begin this week. Large stone deliveries are scheduled for Wednesday, March 12 at the end of Weller Run Court and Lakeview Court.
The deliveries will utilize the cul-de-sacs for quick drop-offs. The entire process is expected to take approximately 30 to 45 minutes and will not impact residents’ ability to access their private property. Additional stone for the project will be brought in through the construction entrance on Beltway Drive. Minimal disruption is expected for the homes on Weller Run Court and Lakeview Court, aside from the brief passing of equipment during delivery.
We appreciate the community’s patience and cooperation as we work toward completing Phase 1 of this important restoration project, which is anticipated to conclude in May.

Despite losing approximately 35 workdays to rain, snow, and freezing temperatures, Texas Standard Construction has made remarkable progress during favorable weather conditions. According to the contractor's latest schedule, the project is on track to reach substantial completion before the end of April 2025.
As of now:
- The pond bottom has been excavated, shaped, pumped dry, and is ready for the next steps.
- The final clay material is being delivered, and Texas Standard is focusing on completing the fill in the inner portions of the pond.
- All 950 linear feet of concrete retaining wall detailed in the plans have been successfully installed, presenting a polished and visually appealing finish.
- Stonework at the ends of Weller Run Court and Lakeview Court is scheduled to begin next week, following the specified design details.

The Les Lacs Pond Renovation project is slightly behind schedule due to snow, extended periods of freezing temperatures, and muddy conditions. Despite these challenges, Texas Standard Construction has successfully installed clay around 30% of the pond's perimeter where the concrete walls will be constructed. The stone required for the stone retaining wall portion of the project has been ordered. The next steps in the construction process are receiving the stone delivery, beginning the retaining wall construction, and completing the clay installation.

The Les Lacs Pond Improvement project is largely on schedule. However, rain has affected the contractor for 14 days since the project began, causing some delays in deepening the pond and hauling off excavated material.
To date, 3,691 cubic yards (CY) or 160 truckloads of sediment and 13,635 CY or 592 truckloads of excavated material have been removed from the site. It is anticipated that the completion of pond deepening and material removal for the clay liner will require eight more dry working days.
The next phase will involve importing local clay for the liner and starting construction of the pond edge.

The Les Lacs Pond project is slightly ahead of schedule, despite two periods of rainy weather. Texas Standard Construction, known for its extensive experience with similar projects, has efficiently maximized progress during dry and mild conditions. As a result, the new sidewalk additions are complete, along with the new drainage flumes connecting the east and south side cul-de-sacs to the pond.
This week and into early next week, the focus is on completing the pond deepening and removing excess soil before Thanksgiving. After the holiday weekend, work will shift to installing the clay liner and beginning construction on the pond retaining walls.

The Les Lacs Pond Improvement Project is making great progress, thanks to our highly motivated contractor. As part of the dewatering process, a small group of ducks, including the community’s beloved hybrid duck, relocated to the shaded west bank of the pond. On Wednesday, Addison Animal Services conducted a careful, low-stress capture of the hybrid duck who was immediately transported to the North Texas Wildlife Center.This reputable 501(c)(3) organization is well known for its excellent wildlife care and rehabilitation. The hybrid duck will receive attentive care and have the chance to socialize with other waterfowl. Learn more about the North Texas Wildlife Center here.

Addison will be relocating the fish from Les Lacs Pond to Vitruvian Park Pond as part of the upcoming Les Lacs Pond Improvements Project. The Texas Parks and Wildlife Department permitted the aquatic wildlife relocation project which is scheduled to take place on October 14.
Here’s what to expect:
- The fish in Les Lacs Pond will be carefully collected by Texas Fishing LLC and safely transported to Vitruvian Park Pond, a similar habitat where they can thrive.
- No invasive or exotic species have been found in the pond, so we anticipate a smooth relocation process.
- The contractors will use specialized equipment to collect the fish in small pond sections, minimizing stress and ensuring their safe transport.
What about the ducks?
Ducks at Les Lacs Pond will naturally know to fly to nearby water bodies once construction begins. There are no ducklings in the area; however, we’ve been made aware of a special “black and white duck/goose hybrid” that cannot fly. The Parks Department is working with Animal Services to relocate this unique bird to Vitruvian Park, where it can join its feathered friends.

onstruction has officially started on the Les Lacs Pond Improvements Project, which brings temporary roadway and trail closures on Beltway Drive. A new, clearly marked traffic pattern is now in place, with two-way traffic shifted to the westbound lanes on the north side of Beltway Drive. The eastbound lanes from Les Lacs Ave to Proton Dr are closed for the duration of the project, and this area is designated as an active construction zone. Heavy machinery and construction vehicles will have full access to the closed lanes, and the adjacent sidewalk is also closed with no exceptions.
For added safety, an opaque fence will enclose the pond and extend into Beltway Drive, marking the entire construction site. The public will not have access throughout the project, and ensuring the safety of our community and their pets is a top priority. If you see anyone entering the construction area, please report it to the Police Department’s Non-Emergency line at 469-289-3270.
Following the pond-related work, the project will enter its second phase to restore landscaping and irrigation. Our Park Planning and Development team, along with Town administrative staff, are committed to making this project a source of pride for our residents and visitors.

A Notice to Proceed (NTP) has been issued to Texas Standard Construction, Ltd.
- Construction Mobilization is in process with visible signs of the start of construction beginning September 19, 2024.
- Existing site conditions will be recorded by drone video which is scheduled at 1:00 p.m. September 24, 2024 weather permitting.
- Beltway Drive Road closures will occur on the south two lanes of Beltway Drive between Les Lacs Avenue and Proton Drive. Two way traffic will occur on the north two lanes of Beltway Drive between Les Lacs Avenue and Proton Drive for the entirety of the approximate 6 month construction schedule.
- Phase 2 of the project which is landscape and irrigation will follow the completion of the pond improvement portion of the project which is phase 1

Council Awards a Contract to Texas Standard Construction for the Les Lacs Pond Improvements Project. At the August 27, 2024 meeting, Council approved a contract for the construction of the Les Lacs Pond Improvement Project Phase 1. The first step will be the execution of the contract by both parties, the contractor gets their required bonding, staff issues the notice to proceed and the contractor begins mobilization. Some of the most notable improvements include the following:
- A 2' deep clay liner constructed of native clay which will last in perpetuity and will never need replacement.
- Pond deepening of 50% of the pond to a maximum depth of 8' to a minimum depth of 4'.
- Three Otterbine aerating fountains, Comet model with Fountain Glo Light system.
- Two Otterbine high volume aeration units each with a 4-light set.
- Wildlife protection cage over the 5' x 5' outlet at the north end of the pond.
- Wildlife relocation and silt removal.
Work is expected to begin in mid to late September and Phase 1 of the project is expected to last approximately 6 months. Phase 2 of the project includes final landscape and irrigation after the completion of Phase 1 which is expected to take 4 to 5 months.

Les Lacs Pond Improvements Project- Contract Negotiations and Award of Contract for Construction. Since the last update, the Town of Addison staff opened a second round of Competitive Sealed Proposals on February 15, 2024, and Texas Standard Construction, Ltd (TSC) was the only bidder for the project. Their bid was significantly higher than the consultant's Opinion of Probable Construction Cost.
- February 20, 2024- Town staff deemed Texas Standard Construction's proposal to represent the best value to the Town of Addison based on the published evaluation criteria in the proposal.
- March 1, 2024- Staff hosted a "Project Negotiation" meeting with Texas Standard Construction, Westra Consultants and Town Staff. The contractor cited several conditions that forced pricing considerably above the Opinion of Probable Construction Costs.
- April 23, 2024- Council approved a scope amendment to Westra Consultants, LLC to develop 2 sets of plans for 2 project phases for the Les Lacs Pond Improvements Project. This was based on a "Project Negotiation" meeting with Texas Standard Construction. Phase 1 is a negotiated scope and price based on Texas Standard's proposal received on February 15, 2024. This phase only includes construction items related to pond work to include two options for a clay lined pond bottom. This phase is not considered a bid, but a negotiate price since TSC was deemed as best value by the Town through the Competitive Sealed Proposal process. Phase 2 is a bid process using Competitive Sealed Proposal as a new project with a landscape contractor. This phase will include all items of the landscape scope and will be constructed at the conclusion of Phase 1. Both phases together are not expected to take any more time than the original proposed contract.
Council will be asked to approve a resolution to award a contract to Texas Standard Construction, Ltd. on Tuesday August 27 at the regular Council session.

Pre-Bid Conference for Tuesday January 16, 2024 has been rescheduled due to inclement weather. A Non-Mandatory Pre-Bid meeting will be held on-site beginning near the pond at the end of Ridgelake Court in Addison on Thursday January 18, 2024 at 10:00 a.m. Although the Pre-Bid meeting is non-mandatory, qualified bidding contractors are very highly encouraged to attend. Les Lacs Pond Improvements Re-Bid Information: The Town of Addison, Texas is requesting competitive sealed proposals for the Les Lacs Pond Improvements Project in accordance with the specifications, bid documents and contract documents prepared by Westra Consultants. Bid documents will be available for review on Bidsync beginning Wednesday January 10, 2024 and Sealed Proposals will be accepted until 2:00 p.m., Thursday February 15, 2024. A Non-Mandatory Pre-Bid meeting will be held on-site beginning near the pond at the end of Ridgelake Court in Addison on Tuesday January 16, 2024 at 10:00 a.m. Although the Pre-Bid meeting is non-mandatory, qualified bidding contractors are very highly encouraged to attend. Bids for the project were due on November 2, 2023. Unfortunately, no qualified bidders turned in a bid for the project. Staff is doing investigations with several contractors to include pond specialists in order to attract qualified bidders to participate in a re-bid process which will happen shortly after the first of 2024.
September 22, 2023 Update
The Les Lacs Pond Improvement Project will be open to the Competitive Sealed Proposal Process beginning on Thursday September 28, 2023. A non-mandatory pre- proposal meeting will be held on Wednesday October 4th at 10:00 a.m. which will be open to all interested contractors. The proposals will be due at 2:00 p.m. on Thursday November 2. Once a contractor has been selected, a resolution to award a contract to the selected contractor will likely take place at the only December Council Meeting to be held on December 14, 2023.

July 20, 2023 Update
Community Meeting Planned for August 23 from 6:30 - 7:30pm at the Addison Athletic Club
Recently, Westra Consultants submitted the 90% plans for review and comment by Town staff, a process that typically takes about one month. Following the completion of the 90% review and feedback phase, Westra will finalize the construction documents, which will then be released for bidding by contractors.
Prior to the contractor bidding process, Town staff from the Parks and Recreation and Public Works and Engineering Departments will host a public information meeting on August 23, in the Community Room of the Addison Athletic Club from 6:30pm to 7:30pm. At the meeting, staff will present the final plans and share other valuable information about logistics, scheduling, and options for base bid alternatives.
November 18, 2022 Update
Westra Consultants and Town staff relied heavily on published public input for the Les Lacs Pond Improvement project to develop a final schematic design which was completed and accepted by staff on November 18, 2022. Along with the final schematic design, an Opinion of Probable Construction Costs (OPCC) was issued. The anticipated costs for the base bid elements were in line with staff projections, and the alternate bid items represented additional costs above the current budget as expected. The alternate items were agreed to be included in cost opinions to give Council flexibility while considering the best path forward for the project. The attached exhibits are part of the approved schematic design.
