The Beltway Drive Trail Project was identified in Addison’s City-Wide Trail Master Plan (CWTMP), adopted by Council on May 25, 2021, as a Phase 1 priority to be completed within five years. The plan envisioned a connected trail system along Beltway Drive to enhance mobility, safety, and greenspace by incorporating trail design, wayfinding, and open space planning to ensure the project meets local needs and expectations.
On December 14, 2021, Council approved a professional services agreement with Moore Iacofano Goltsman, Inc. (MIG) to prepare a conceptual plan, supported by a public input survey that shaped the final design. In February 2023, Council approved MIG’s concept plan and authorized $223,000 for development of construction documents. From March 2023 through September 2024, staff and MIG collaborated on multiple design stages to ensure feasibility, affordability, safety, and responsiveness to community feedback.
The project was divided into two phases to avoid conflicts with the Les Lacs Pond Project. Phase 1 extends from the Addison Athletic Club to Belt Line Road, including buffered bike lanes, a bicycle boulevard, traffic calming measures, and new greenspace improvements south of Addison Grove.
A Competitive Sealed Proposal process issued in October 2024 resulted in the selection of C Green Scaping, LP as the contractor, offering the best value to the Town. On January 14, 2025, Council considered approval of a $1,526,233 contract for Phase 1, with total combined construction for Phases 1 and 2 estimated at $1,769,233, below the allocated budget of $2,197,500.
