At its April 7 Work Session, the Addison City Council discussed potential fare structures for the Addison Orbit by Via transit service that Council approved at its March 24 meeting. The six-month contract with Via has a not-to-exceed limit of $872,231. It includes $83,063 in one-time upfront costs that would still be owed even if the agreement ends early. It also includes a termination fee — prorated based on the amount of time remaining in the initial term and not to exceed $114,480 — which is designed to cover costs already incurred at the time of termination, not to penalize early cancellation. If the Town cancels the contract following a vote to remain in DART, it would be responsible for the upfront costs and the prorated termination fee, but would not face any additional penalty for ending the contract early. Fares charged to riders would come back to the Town to help offset the costs of the program.
Staff presented a comparison of fare models from several regional transit providers, including DART, Arlington’s Via service, DCTA, and Trinity Metro. Council directed Staff to prepare a fare structure with the following parameters:
Council will consider action on the fare structure at its April 14 meeting. Via service is slated to begin on April 24.
