Proposition A of the 2019 Bond Program is the reconstruction of Keller Springs Road from the Dallas North Tollway to Addison Road. Keller Springs was originally built in the late 1970s with asphalt and will be reconstructed with concrete. The utilities will be upsized to handle continued growth in Addison, the Master Transportation elements will be installed, and the traffic lights at the Quorum Drive intersection will be replaced.

July 2nd, 2025
As progress continues on the Keller Springs Road Revitalization Project from the Dallas North Tollway (DNT) southbound service road to Addison Road, the next phase involves installing new water and sanitary sewer mains along the south side of Keller Springs Road, between the DNT and Quorum Drive.
Beginning Tuesday, July 8, a traffic pattern change will take effect at the DNT southbound service road. One lane of traffic in each direction on Keller Springs will be established through the area.
Please exercise caution when traveling in the area and follow all posted signage indicating the revised traffic flow.
June 19th, 2025
The new sanitary sewer main from Quorum Drive to the Dallas North Tollway has been placed into service on Wednesday, June 4th. All grouting of the abandoned sanitary sewer line is scheduled for the week of June 23rd. The water line laterals are being installed across the northbound lanes in preparation for the next traffic shift. Meanwhile, communication providers continue transferring customer services to the new system and wrapping up their relocation work along the corridor. The traffic signal contractor has activated the temporary signals at Quorum Drive and Keller Springs Road in advance of the traffic switch.
May 22nd, 2025
The Utility Contractor continues to install the new sanitary sewer line including the connection to the existing line at the Dallas North Tollway where the concrete manhole was placed on Tuesday, May 20th. The existing waterline location was field verified by potholing at several locations. The communication companies continue to move existing customer services over to the new system along the corridor and finalize their relocation work. The traffic signal contractor has installed the temporary signal system support facilities at Quorum Drive and the readiness testing of the system is being scheduled. The utility conflicts are being evaluated at two drilled shaft locations. The contractor is coordinating the existing traffic signal traffic loop configuration at eastbound Keller Springs Road at the Dallas North Tollway with the City of Dallas.
May 8th, 2025
The utility contractor continues installing the new sanitary sewer main west of the Dallas North Tollway moving west toward Quorum Drive. The communication companies are transitioning existing customer services to the new system along the corridor and completing their relocation work. The traffic signal contractor has installed temporary signal poles and guy wires at the Quorum Drive intersection, which will facilitate future traffic switches during construction phasing and support the installation of the new traffic signal. The drilled shafts for the new traffic signal are currently being installed at the Quorum Drive and Keller Springs Road intersection.
Franchise Utility Work on Keller Springs Road
April 25th, 2025
The franchise utility communication companies continue to splice the new fiber-optic cable to the existing customer services along the corridor and finalize their relocation work. The utility contractor continues to install the sanitary sewer main, starting at the Dallas North Tollway and heading west. The traffic signal contractor has begun installing the temporary signal system at Quorum Drive that will allow for future traffic switches with construction phasing and installing the new traffic signal at this intersection.
April 17th, 2025
The franchise utility communication companies continue to splice the new fiber-optic cable to the existing customer services along the corridor and finalize their relocation work. Atmos is completing the final new gas line construction at the Addison Road intersection.
The utility contractor continues to install the sanitary sewer main, starting at the Tollway and heading west. The traffic signal contractor potholed for the temporary signal poles to be installed at Quorum Drive allowing for the future traffic switches with construction phasing and the ultimate installation of the new traffic signal at this intersection.

March 26, 2025
The Town of Addison is starting a reconstruction project on Keller Springs Road, from the Dallas North Tollway southbound service road to Addison Road. The project's first phase includes installing a new sanitary sewer main along the westbound lanes of Keller Springs Road.
Beginning on Monday, March 31, the westbound lanes of Keller Springs Road will be closed until the end of the first phase. A traffic switch and detour will also be in place at the southbound Dallas North Tollway service road.
Detours:
- Westbound Detour: Drivers will turn left onto Dallas Parkway, then right onto Airport Parkway. They will then turn right onto Quorum Drive before making a left to continue westbound on Keller Springs Road.
- Eastbound Travel: No changes to the traffic pattern.
November 21, 2024
The relocated Atmos gas main has successfully passed all required testing and is ready for service. Atmos has begun coordinating with affected property owners to transition their services to the newly installed gas main.

July 2024
ONCOR has mobilized back on-site, and four other franchise utilities have now approved permits to conduct their work to move their infrastructure, which is in conflict with the upcoming construction. The Town's contractor is anticipated to mobilize in the next six weeks.
June 2024
The rains in the last few months have significantly slowed the progress of the franchise utility adjustments significantly. Oncor's crews have been rerouted to restore power throughout the metroplex. Once that is complete, they will remobilize to finish up their adjustments.
March 2024
Oncor has begun moving electrical lines to the newly installed electrical poles. Project staff is coordinating with AT&T and Atmos to begin working on adjusting their infrastructure prior to the Town's contractor mobilizing to begin work on the reconstruction project.
January 2024
Oncor Electric has mobilized and began making adjustments to prevent conflicts once major construction activities begin. Telecommunication utilities will also begin to mobilize to adjust their infrastructure as well.
September 2023
The contract was awarded to Tiseo Paving Company during the September 12th City Council meeting. Work is expected to commence in January.
July 2023
Proposals for the Keller Springs Road Utility, Storm, and Pavement Improvements Project were re-advertised in May 2023. Proposals were closed on June 29, 2023. Staff is evaluating the proposals.
January 2023
On October 12, 2022, staff issued a Request for Proposals on CIVCAST as Solicitation #22-72 for the Keller Springs Road Revitalization Project. Proposal responses from two construction companies were opened on November 17, 2022.
The two proposals that were received were over the project budget. Town staff and the design engineer will work together to implement ways to reduce the project cost and make the proposals more competitive.
Staff intends to re-issue the Request for Proposals once the project's scope and design changes are finalized. City Council formally rejected the bids on January 24, 2023.
October 2022
The construction phase for the project is out for bid.
January 31, 2022
The design is 100% complete. Right-of-Way acquisition is still in ongoing negotiations.
July 27, 2021
The design is 95% complete. The Town is preparing preliminary right-of-way documents and appraisals for acquisition.
March 9, 2021
The design is 65% complete. Bidding for construction is scheduled for the late summer of 2021.
August 31, 2020
The 30% conceptual design is complete. The 65% design is estimated to be completed in March of 2021.
December 10, 2019
Council has approved the design contract to Jacobs Engineering.
