Carmen Moran, Director of Development Services

Carmen Moran has been a member of the Town staff since 1984 and now serves as Director of Development Services.  Carmen's department handles all requests for changes of zoning and special use permits.  She supervises the Department of Development Services which includes Building Inspection, Environmental Services, and Code Enforcement.  Carmen is the staff liaison for the Planning and Zoning Commission and Board of Zoning Adjustment.  Her various positions with the Town have been Planning Technician, Planner, Administrative Assistant to the City Manager, Zoning Administrator, and City Secretary.

Carmen is a graduate of Texas Tech University with a bachelor of Landscape Architecture and a Bachelor of Arts in English.  She is a graduate of University of North Texas with a Masters in Public Administration and is certified by the American Institute of Certified Planners.

Carmen is a member of the American Planning Association and served as Director for the North Central Texas Section of APA from 1999 - 2000.  She is a member of the American Institute of Certified Planners; Urban Land Institute North Texas District Council Executive Board; Rotary International - Prestonwood Club currently serving as Club Secretary; and a full member of the Urban Land Institute currently serving on the National ULI Council for Public/Private Partnerships.
